The previous text analyzed the regulations governing citizens' participation in decision-making processes, specifically those that regulate public involvement in the preparation of draft laws, other regulations, and acts.
The Planning System Law regulates the procedure for developing public policy documents, which include development planning documents, public policy documents, and other planning documents.
Before initiating a process for the development of these documents, it is necessary to allow sufficient time for information exchange, so that citizens can review the given issue and prepare their contribution, as well as to enable authorities to consider the comments and properly implement all steps.
The document "Public Participation in the Process of Developing Public Policy Documents" provides a chronological explanation of each step in the processes regulated by the Planning System Law. Starting from the submission of a request for the development of public policy documents, it thoroughly explains the processes of informing the public about the initiation of document development, mapping stakeholders, and issuing calls for participation. It also explains how working groups for document preparation operate, what public consultations and public hearings are, as well as the obligations of public authorities after policies are adopted. Additionally, it outlines the moments when the interested public can be involved.
