The purpose of the project was to strengthen the knowledge and skills of representatives from local, regional, and central level of public administration of Serbia, on aspects of the functioning of the EU in actual relation to Serbia.
The project was carried out with financial support from the Royal Norwegian Ministry of Foreign Affairs under the Grant Agreement between the Royal Norwegian Ministry of Foreign Affairs and the Belgrade Open School, in the framework of bilateral cooperation between the governments of Norway and the Republic of Serbia.
Educational programs under the project "Strengthening Capacities of Serbian Administration for EU Accession - SA4EU" were intended to employees in local government, state and provincial administration, public enterprises, development agencies and other institutions and bodies established by the Republic of Serbia and who in their daily lives involved in the creation and implementation of policies relevant to European integration of Serbia.
The project was conducted through five educational programs:
- EU Environmental Policy;
- EU Rural Development Policy;
- EU Energy Policy;
- EU Employment Policy;
- Project Cycle Management in the EU Funded Projects
Educational Programmes within the project „Strengthening Capacities of Serbian Administration for EU Accession“ were defined to allow selected representatives from local, regional, and central level of public administration of Serbia have the opportunity to gain relevant and applicable knowledge of the functioning of the European Union, decision-making process and sectorial policies relevant to Serbia’s path towards EU.
- improvement of government officials in policies which will be significant in the process of negotiations Serbia with the representatives of European Commission,
- improvement of coordination, communication, and professionalism in an everyday job of state authorities in European integration process,
- gathering, education and establishing of firmly network of employees in the central, regional and local administration of Republic of Serbia,
- participants employed in local municipalities as experts of public administration will enhance efficient of their respected local municipalities and will be able to strife on policy making process with the main aim to improve the Serbia’s path towards EU.
In the scope of each of these educational programs is foreseen a five-day study visit to the EU institutions in Brussels. For these study visits, Brussels will choose 180 of the most active participants in the training program by clearly defined criteria.
Project "Strengthening Capacities of Serbian Administration for EU Accession - SA4EU" began in November 2010th, as a continuation of previous, successfully completed, the project within the same bilateral aid program "Capacity Building Directorate of Serbia's integration into the European Union" - SA4EU. A total number of participants is 360 and they are educated in educational programs attended in groups of 30 participants.
The training was organized in an interactive environment with the active use of information and communication technologies.
