The Belgrade Open School successfully continued the implementation of the project Local Actors for Clean Energy and Air, which is supported by the European Climate Foundation. The activities carried out on this project were a continuation of activities already started in previous years and represent a continuation of cooperation that is realized through one-year projects, with a long-term focus on the development of public policies that enable a just transition to clean energy.

The central part of the project was support for civil society organizations and activists dealing with air quality, strengthening of the civil network for air quality monitoring, research activities focused on energy poverty in Serbia, gathering of interested parties and support for the dialogue on just energy transition in Lazarevac.

In 2023, the following activities were carried out on this project:

• Maintenance and expansion of the network for citizen air quality measurement in Serbia;
• Developed models for civil monitoring of industrial pollution;
• Supplying a new generation of sensors for measuring air quality;
• Providing work support to organizations dealing with air quality in different local environments;
• Conducting research on tenders for energy rehabilitation of residential buildings and family houses, which is conducted by the Ministry of Mining and Energy. The goal of the research was to gain insight into the adaptability of these programs to solving the problem of energy poverty in Serbia.
• Participation in the two Working Groups initiated by the Ministry of Mining and Energy;
• Organization of public consultations of civil society regarding the preparation of the Integrated National Energy and Climate Plan (NECP);
• Participation in the exchange program within the Coal regions in transition platform, initiated by the European Commission;
• Drafting and sending comments on relevant documents.

Achieved results:

• Two trainings on monitoring and public policies in the area of ​​air quality were organized for activists and representatives of civil society organizations;
• One conference was held on the state of air quality in the Republic of Serbia;
• One workshop on just energy transition was held with students from the secondary school in Lazarevac.
